David McQuary has made claims of being bullied before.
A couple of years ago, the former owner of Wildwood Golf Course complained that County Administrator David Edwards was not negotiating in good faith for the county to purchase the golf course, which the county wanted to use as a way to get rid of excess treated wastewater.
